We received a note saying that our building would be inspected by the state next week. We've had the fire department in yearly to check our smoke detectors and things, but what does the state actually look at?

They are probably looking for building hazards, not so much your personal property. They're looking for deficient/leaking pipes, heating units, electrical, etc.

If I had a leaking pipe or something like that would I get fined? Or the building owner? We had an issue that all of the sudden our ceiling was leaking! We called the apartment handyman, he came and something happened with the lady above us that they had to turn something off and said they would come back to fix our ceiling, its just like a wet spot above our tub, he never came. I ran into him a month later and he said he was coming, never came.

The inspection is on the property/apartment building owner, not you. Now if you had a leaking pipe or other maintenance issue and you failed to report it and it caused damage, you may have some explaining to do to your apartment building owner.

In your case, I wouldn't worry about anything, you wouldn't be held responsible.
