I did quite a bit of research when my wife and I bought our deep freezer. What I discovered is that your regular freezer should be at about 0 degrees. Your deep freezer should be lower... as low as -5 to -10 degrees. This will help keep food good a little longer, but any ice cream you store in that freezer will be very hard until it sits in your regular freezer for a day or two.
Don't rely on the freezer setting to test the temperature... instead use a thermometer (ideally a freezer thermometer). The temperature should stablize after you fill the freezer, so don't bother to take or set the temp until it's been filled. After it's filled, wait 24 hours and put the thermometer in (preferably nestle the thermometer between some of the items in the freezer... maybe between two bags of frozen vegitables) and wait 24 hours before you read the temp. Then, if you need to adjust the temp, adjust it and wait another 24 hours before you read it and make another adjustment (if necessary).
The more full your freezer is, the more energy efficient it will be. If you don't have enough food to fill it up, fill up some empty milk jugs with water (not quite full since they will expand), and put them on the bottom.
