OT- Ebay/Paypal Question- Didn't get item?

I sold something in Oct. to someone in another country. She chose the 4-6 week shipping. About a month after I shipped, she asked where it was, I told her it could take 6 weeks, never heard again- until NOW! I don't have the paperwork from USPS anymore, can't find it anywhere. I just went through and cleaned up all of my Ebay stuff since I sold tons before Christmas. It has been or will be 90 days this week so she can't leave negative feedback for me, but how long does she have to file through Paypal? Geez, why would you wait 3 months? And of course since it is outside the US I can't track it at all.

Help, please!
 
I think you can only file a PP claim up to 45 days after the auction ends.
 
Against my better judgement I shipped 2 large item to someone in Thailand by Economy Parcel. I normally only ship Global Priority or Express. I shipped in September and the gal never received it. In December I filed a trace/claim with the PO.

If you can find the customs number the USPS can put a trace on it for you. If you shipped Economy Parcel.....based on the weight og the package automatic indemnity is included for uninsured items. They'll pay if the package gets lost or damaged. There is an 800 number you can call to start the claim but you need the customs number. 1-800-222-1811. They were very helpful. He told me they would literally call the Thailand PO and ask them where it was.
Whatever they did worked...the package suddenly appeared and the gal received it 10 days later.

Check with your local PO. They are required to keep a copy of the customs form I think for 60 days. They may still have it or maybe can point you in the right direction.

Ask your buyer to check with their PO and see if they can file a claim of a package not received. Without the customs number, this might not be possible. Sometimes customs in other countries throw packages in the back room and leave them there forever. Canadian PO is notorious for doing this.

If you generated the label and customs form through PayPal, there will be a record of it on the detail page of the payment.

A good rule to follow is to note the customs number in MY ebay under notes for the items sold. Then you always have it to refer to. Always keep paperwork for a while after selling just in case. I usually print the payment notice and attach the Delivery confirmation form to it, plus the PO receipt. The PO receipt will have the customs number on it also. I also make a copy of the customs form (I get extras and fill them out at home first).

Just remember, Paypal only confirms addresses for a few countries (Canada, UK), so those are the only countries where you have their guaranteed Seller Portection Policy coverage. See below:

11.3 Eligibility. In order to be eligible for coverage under the Seller Protection Policy, you must meet the following requirements:

You must have a Verified Business or Verified Premier Account at the time of the transaction,
The transaction must be between a US, UK or Canadian buyer and a US, UK or Canadian seller,
The payment must be listed as "Seller Protection Policy Eligible" on the “Transaction Details” page,
You must accept a single payment from one PayPal Account for the purchase,
You must not charge a surcharge for accepting PayPal,
You must ship the purchased item to the address listed on the “Transaction Details” page, and that address must be identified as a Confirmed Address,
You must ship the item to the buyer within 7 Days of receiving payment,
You must have trackable online proof of delivery from an independent shipper to the address on the “Transaction Details” page. For transactions involving $250.00 USD or more, you must provide a proof of receipt that was signed or otherwise acknowledged by the buyer, and
You must respond to PayPal’s requests for information within the time period PayPal specifies.



They have 45 days to initiate a dispute with Paypal, but if they used a credit card, they could do a chargeback thorugh their card.
 

Thanks! I asked at the PO, they don't have anything since it has been 3 months. I also don't print shipping labels through Paypal for international because the one I did that way got returned to me, so I just take it in to make sure it is correct!

Should I refund her anything? Item was $10, shipping was $20. I did ship it and this was a new item I paid for and only made about $2 off of it, so I really don't want to! Not to mention that I am ticked because she waited so long and I have no idea if she really received it or not!
 
Ask her to question her PO. Who knows......maybe they have it in the back room somewhere gathering dust.

As far as refunding, I don't know what to tell you. My procedure is different so I haven't come up against this senario. You have to weigh everything and make your own decision. Do what you think is right for both you and the buyer.

Not making any judgements......stuff happens. But looking at it from a buyer's point of view, you have no proof that you mailed it so she may think she is being scammed.
