OT= Car rentals for under 25 year olds?

My DD needs to rent a car, not in FL but in TX for her boyfriend's graduation from basic training. She is only 20. She is flying into San Antonio but has no way to get to the air force base from her hotel. She figures that she can find a hotel in the vicinity of the airport that will shuttle her to the hotel but doesn't know how she'll be able to get a car so she can go to his base for all the festivities. I know this isn't disney related but maybe someone knows a rental company that would let her rent????

i've rented cars several times before i turned 25 last year. They will let you rent, just there is usually an extra $20-$25 charge per day added to the bill for being an under 25 driver. It sucks, but when you have no other options you got to bite the bullet. There was a lot of times, where my extra charge for being under 25 was the same price as the car per day.

when i was at ft sam(army base) being you said basic that must mean air force
if you were under 25 you had to show proof of insurance to be able to rent a car and the rental rate was higher
but i was a servcie member
also when i was there (this was many years ago) the taxies were fairly reasonable there were some with flat fees from the bas to the airport river walk and other popular spots

She is only 20, so they won't let her rent even with the surcharge. I am hoping that once he gets settled he will know more about shuttles, city buses,etc. to help her get around.
