Is this a show with a set start time or is it more of a walk-through type thing?

also, are we cutting it too close if we try and have dinner at PrimeTime Cafe at 6:25 then see the lights and then catch the 8:00 Fantasmic show? (we are a group of 3 if that matters)
 
It does have a set starting time, usually just after dark, but then it goes on all evening. Sometimes there is a line to get in when it first opens for the evening, but after that, it's not bad to get in. If your dinner includes the reserved seating at Fantasmic so you don't have to line up way ahead, you should be OK for a quick walk through. Sometimes, they are still on after Fantasmic if you want to give that a try for a second look.
 
They are there to look at after dark, but when I went they also did intervals of "snowing and songs". They started the snow falling and all the Christmas music comes on and everyone dances. It is magical!

I think you will be able to do it!
 

I read recently that the lights are on every evening from 6pm until 8pm. It's a stroll through event, and once you're there it's not too important how busy it is, because the lights are all around you, and you can take it at your own speed!
 
We did it last December and had a blast. It starts about 6pm and you go at your own pace. The lights are set to music and there is "snow" that comes down from the roof tops.

It's a must do in our books and DD (who was 1.5) loved it, we went back twice to see it before the end of our trip.
 
If you find yourself pressed for time between dinner and Fantasmic, it's okay to put off seeing the Osbourne lights til after Fantasmic. A good portion of the Fantasmic crowd will head over there anyway after the show. Even though MGM may technically close at 8, we've never had any problem seeing the Osbourne lights after Fantasmic. CM's seem to encourage it, actually, and you're welcome to take your time strolling through with no pressure from CM's to hurry. When you finish, you'll just be directed to the park exit.
 
The lights are on the whole time, and then they dance (and the snow falls)every 15 minutes or so. Last year, my Mom and I ended up wandering the street for an hour and skipping Fantasmic for it... We got such a kick watching the kids playing and dancing in the street.

Oh, and I would recommend a spiked egg nog from the little bar by the Sci Fi! They are delish!
 
Looks like no-one really addressed your timing question... I'd say there's no way that you could see the lights between dinner and Fantasmic. I'm not even sure you'd be able to make it directly to Fantasmic after dinner, depending on when your trip is. In our experience, dinner takes a little over an hour. So, I'd guess you're done with dinner at 7:45. It takes 5-10 minutes just to walk from Prime Time to Fantasmic, so that puts you there 5 minutes before the show starts, and the theatre often fills up well in advance of the show on busier nights. Also, our experience has been that we have to wait a while for a table at Prime Time. I'd recommend showing up early for your reservation, so that hopefully you're actually seated around 6:30. I'd go see Osborne lights after Fantasmic. Have fun!
 
I've seen the Osborne Lights a couple times and I think if you've never seen them before, it's worth the effort to get there before they begin. Not sure if you could rearrange things, but if you like seeing Christmas lights, this will leave your jaw on the floor. It's a rush when the show begins, as opposed to just strolling into it in the middle of it-- which is still amazing, but it's almost like missing the band coming out for their first song at a concert, if that makes any sense.
