Online Planning or MS Rep????

Can you do all your planning, room requests, Maintenance to your account on line??? Is it better to call MS??

No, you cannot do much of this online. You can track your points, bank points, view reservations, view account activity, but that is about it. In order to check availability, reserve a room, change a reservation, add something like the dining plan or ME...for all of those things you need to call MS.
 
You can actually make some requests online for reservations, but it isn't a real-time system. It is just an email form that is sent to MS. I don't know how quickly they respond to those, but I know I wouldn't want to take the chance especially during busy travel times.
 
I don’t know if this answers part of your question, but I sent a request for a change to an existing reservation (room request for medical reasons) via email. I received a response within 24 hours and a written confirmation of the change.
 

Well I sent an online ressie request for VWL for next September. I submitted it yesterday morning, but haven't heard anything back yet. When I submitted the form, it came back saying it could take 2-3 days. The reason I did it was we were away on another trip and just didn't want to take the time to call MS. I figured I'm within the 11 month window but not yet 7 months, so what would 2-3 days matter.
 
I did the same thing!

I needed a ressie for Labour Day Weekend and knew I could not call from work. I put in my request. Received an email that I would hear back withing 2-3 days. I did!

I got my reply back from MS yesterday afternoon. So it took from Monday morning to Tuesday afternoon. Got the ressie I wanted with no problems. Not to bad.
