Online Disney Travel Agents..help,I have a question?

I am hoping an online Disney Travel Specialist can anwer this for me. I have been researching companies online to become a Disney travel Specialist. I see some sites charge a fee to join and charge you a yearly fee. Is this the norm in this industry? Are there agencies that do not charge fees?
