We just left The Dream ship and rebooked for the beginning of next Nov.

My question is if we decide we want to change that date until after Nov and haven't yet made final payment, how far out can we pick the new date?

Plus is the cost based on the price at the time we rebook the new date or when we booked the original date?

Pretty sure it needs to fall within the 24-month mark of when you booked in order to retain the benefits.

If you change to a different stateroom on the cruise you booked, your rate is locked in to the date you booked. If you change to another cruise it will be at the prevailing rates I believe.

If you change to a different stateroom on the cruise you booked, your rate is locked in to the date you booked. If you change to another cruise it will be at the prevailing rates I believe.

Correct - the future cruise must be started within 24 months of the date you made the original booking. And, if you change to a different cruise/date, you will pay the prevailing rate of the cruise on the day you change to it.

As long as the new date is not on the black-out list and is within the 24-month period, yes you will still get full OBB benefits including the 10% discount off the prevailing rate for the new cruise date.
