On the dining plan- Do ph's arrive before trip?

Hi- We purchased the dining plan, ph tix, and we will arrive Dec. 6.
Friends of ours have almost the exact itinerary but are arriving Nov. 26.

They just received their ph's in the mail yesterday. I thought you get them when you check in. This is their 1st trip- so they are a little nervous.
Can anyone share their experiences w/ tix?

I have never heard of receiving your tickets for a package before you arrive they are always given at check-in. The only way they could have received them is if they do not have a package and purchased the tickets seperately.
