I have a water park ticket from back in 2000. It is a child ticket but my question is can I upgrade that ticked to an adult ticket and pay the difference since I am no longer a child?
Yes you can and you won't have to pay the difference. We did this a few years ago. We had water park tickets from when our kids were abut 3 & 5 and didn't visit a water park until they were teens. It was no problem.

IF the older ticket has been partially-used (many older tickets used to not expire, even if they were partially used,) then what you said (no additional uncharge to change from "child" to "adult" ticket) would "officially" apply.
However, if this is simply a Water Park ticket (or part of a multi-day Disney ticket that has never been used) THAT ticket should "officially" be upgraded from "child" to "adult" ticket only by assessing an "up-charge" to cover the difference of "child" to "adult" price.
You can certainly always ASK (nicely) for what you'd like, and you never know what might happen in each individual case.
Then, (as laughinplace199said) you'll be fine if you stop by any ticket booth or Guest Relations and get the remaining Water Park ticket(s) upgraded to "adult" at no charge.
