Old dog younger dog problem

With all the pet lovers here I'm hoping someone has been in this situation and has advice. I've got 2 dogs a 13 yr old Siberian Husky and a 5 yr old terrier mix (we think found him as a small pup). The problem we've been having for the last couple weeks is the older dog is starting to lose control of urine. It's not all the time but frequently he's ok according to the vet just getting old. Anyway since he has started this the younger one will smell when he goes and thinks he can too! The older one doesn't even lift his leg to go anymore so I know when I find it who did it. The younger one knows he's wrong as soon as I see it and say what happened here he slinks away. Anyone ever have this problem? Any advice would be great!
