Well, in honour of 2000 posts, here you go. Like the tags, you'll need to put this [I]before[/I] your words and then close it up [I]after[/I] your words. For the scroll (or marquee), you have to use <> around the words "marquee".

If you want to write <marquee>scroll across</marquee>, you'll need to write [marquee]scroll across[/marquee] (remember to change the [ ] to < > around the words "marquee")

To <marquee behavior=alternate>bounce back and forth</marquee>, you'll need to write [marquee behavior=alternate]bounce back and forth[marquee]. Remember! < > not [ ] and spell behaviour like the Americans! lol.
