We found out tonight that my DF's best friend is an ordained minister by the Universal Life Church (online ordination thing). Would he be able to perform the ceremony? If so, does he need some sort of certificate or something? We'd really like one of our friends to perform the ceremony. We were wanting to do something different I am not sure other ministers would do. Also since we are bringing him would that count in our guest minimum?

I believe he can perform the wedding, just check with your WC on the rules for proof. He will count towards you minimum as well. Any officiant that isn't on the Disney preferred list will count.

We did this for our DLR wedding. My uncle went through the "ordainment" from the same site. There was no problem. I don't even recall if FTW asked for any proof. The marriage cert might ask where the ordainment came from but it was not a problem either. By going this route it was much more personal, and as he was a guest he was included in the guest count.
