Yes, it should. If you have your tix already, I'd suggest setting up your MDE and linking your tix now. When it's 30 days prior to your park days, you can start booking your FP+.
Yes, we were there last week and had to get our FP in the park for the first two days but were able to book ahead for the rest of our days. It went live for offsite guests on 3/31. The MDE app worked great for us.

I believe that you have to be staying on-site in order to reserve the lunch as a FP this is not available to off-site guests for right now it is a perk reserved for those staying at a Disney resort.

Actually, it's even more exclusive than that. You had to be an on site guest AND be emailed(or something like that) a special invitation to book a fp. I think it is something they are trying out.
Scratch that....a thread over on restaurants board is talking about on site people making Fp for BOG and some are having no problem and others are having problems. Looks like one more thing that is a little confusing. lol
We are offsite but are going to try to see what the line is like for lunch. It opens at 10:30 and we will swing by at 11 and see how bad or good it is.
