I'll try to steer you to some helpful information to answer your questions. We are planning on being at WDW the same time you are and I do think there will be some kind of discounts offered during that time. Of course that's just my opinion and only time will really tell
Don't get hung up on the "code" thing. There have been several ways Disney has offered discounts in the past and although the room only general public discount code may be the most universally helpful to those who want to travel to WDW, doesn't mean there aren't still ways to get a deal. It helps to be flexible, although I know not all offers work for everyone. Currently there's a
free dining promo going on that has been great for many and in the past there's been things like 7 days for the price of 4, 7 days for the price of 5, kids play and stay free etc. Discount is not always in the form of a room only code.
Disney has offered room only codes for stays during the first part of 2005, here's a list of what's happened in the past from mousesavers.com

I personally have gotten pin emails (a discount offered to a specific person with the pin number, not transferable) from Disney World this year. It might help you, if you aren't already registered there, to go to disneyworld.com and register. Make sure you say that you want to receive special offers from them (probably a box to check).

Also allearsnet.com, there's a "ears the deal" newsletter you can sign up for.
Ok, now the Swan and Dolphin are not owned by Disney, even though they are on Disney property, so the codes/offers like the free dining Disney offers won't help you there anyway. You can check Swan/Dolphin rates at starwood.com .
If you belong to
AAA, there are AAA discounts (always subject to availability) at all of these hotels. You can check that out too. You'll have to call Disney's reservation office to find that out, they aren't shown online. You can however check resort availability at disneyworld.com.
The current free dining promotion has to be booked by around August 20th I think. So I expect to NOT see a new promo until after that one expires. I am optimistic there will be something new out for our time frame around the end of August. Keep reading the DIS boards. If something happens it'll be all over here.
