Does anyone have an opinion on if there will be a free dining wave for the same time period for the general public? Does this offer generally come in pairs with the cardholder piece first?

Well, the mailer in the picture that Crazy4wdw posted says early booking window for cardmembers is March 5-11, so I would GUESS, based on that phrasing, that general public will follow.

This is how they have done it for several years. Disney Visa holders get a week of exclusive booking, then the offer is open to the general public.
