Oasis Bar & Grill at Poly a QS?

Is the Oasis Bar & Grill at Polynesian a quick service dining plan credit? And if so, can you get the alcohol drinks from the bar?

Also can you get into this area if you are not staying at Poly?

According to the Disney Food Blog:

“The entire Oasis is gated, so unlike the Barefoot Pool Bar (which has a window outside of the gate to accommodate thirsty visitors), only guests staying at the Polynesian have access to the Oasis amenities.”

Looking for an answer. We love fish tacos. Can we use our QS credit here (we have the Disney dining plan).
