Sorry to be so late in posting the answer to this but I got so many varying answers I had to re-check a few things

There are 12 flags around the outside . However some people also added those in the boat (another 5) and as I wasn't really specific on if these were to be included I am accepting both answers. So you get a point for 12 or 17
