We were there last night and there were definitely adults in full Halloween costumes allowed in. i saw at least 20 - 30 people in full dress up, and another large bunch in less elaborate but still clearly costume dress.

Have the rules changed? Or are CM's just not as concerned about them during Halloween Party nights?

I'm not positive, but it would stand to reason that they are not going to say guests can wear costumes to DL, but then they can't park hop in costume. Besides, didn't I read that they were loosening up the rules about adults in costume in general?

But since you pay extra to go to the Halloween party, why would you park hop during that time? I'm pretty sure that it wouldn't be allowed at DCA just like a normal day. It's only during the Party adults are allowed to dress up in the park.

We visit the parks frequently and it seems like the rules have loosened up for adults in costume, and it is not only limited to Halloween.

A few weeks ago people were dressed in full Steam Punk clothing, during Bats Day some ladies were dressed in gowns and I almost always see a small party of bachelorettes in Princess dresses or Minnie Mouse tutus.

I think it the rule is place to discourage someone from posing a Disney character and doing their own personal M&G.

IMHO I am glad they allow adults to "dress up" and have a little fun!!

Well, they HAVE been encouraging guests to embrace their Disney side.

WDW recently clarified rules on a number of policies, and I'm thinking they removed the part about guests over 9 not wearing costumes. And I'm thinking someone said a while back DLR was backing off on that too.

I second this but will take it just a step farther in that Disney like many companies have rules that they bend but when there is an issue they can point to said rule and say your behavior is not allowed.

So in the case of costumes if somebody does their own meet and greet Disney has grounds to stop them.

They have indeed changed it at WDW, and it seems at DLR.

https://disneyland.disney.go.com/faq/parks/dress/

Attire that is not appropriate for the theme parks (and which may result in refusal of admittance or ejection) includes but is not limited to:

Adult costumes or clothing that can be viewed as representative of an actual Disney character (unless you are dressing up for a particular event that allows costumes)

Masks (unless you are dressing up for a particular event that allows masks)

Further:

A Guest is allowed into the parks if her or his hair (or make-up, if applicable) has been made to resemble a Disney Princess or character (for example, a child after a Bibbidi Bobbidi Boutique makeover) provided the Guest is not also wearing a costume or clothed to look like the character.

Out at WDW, the rules are here: https://disneyworld.disney.go.com/park-rules/

And they put in the extra bit:

Engaging with other Guests or impeding the operation while posing as or portraying any character in costume.

Last year we had late return fast passes for RSR so we hopped over to DCA in costume, and then back to DL to finish off MHP :)
