So I confirmed with the concierge at the Grand Floridian that a guest not staying on property or on a plan can buy a magicband and put everything on it! They did this mainly for Florida Residents with Annual passes. So all you need to do is create your My Disney Experience Account, book your reservations, call and have them link your passes to the account and when you arrive in Orlando go to a resort or park and buy the band for 12.99 (they are sold in every disney store) and then Go to guest relations and have them link your account to your bands. Sounds like a lot of work but the bands are amazing, make a great souvenir, and can be decorated with all kinds of accessories. Plus super convenient having your Fastpasses and tickets on a bracelet instead of individual cards.
 
Yes, MBs have been available to off site guests for a few months.
 
I am still confused with this. I am going in December and staying at the KOA. We are only planning on the parks for 3 day hopper pass. I don't understand the My Disney account thing and linking stuff! Help please?
