No one is missing it. Every place is different though.Everyone seems to be overlooking this. If the ‘quiet time’ for the city/county is say 8AM-10PM, I’m not sure calling the cops will do anything if it’s between those hours.

FWIW our noise ordinance is for late night through early day not during the day, another place may have normal hours but exceptions for xyz conditions, etc. They use decibel levels, hertz, zoning, noise heard from X amount of feet either from the property or vehicle, etc in my city. Now if the noise exceeds 65 decibels there's no time limit on that one, it's prohibited any time (unless it's power/hand tools with special restrictions) and there's more.
You can still complain to the city if you want to if it builds up complaints about a particular person and apartment complexes don't typically want unwanted attention.
OP would want to check for their area but some areas it's way more than just hours involved.
About 2 years ago they moved out thankfully..and took their chickens with them and the multiple cars they parked on the street rather than their driveway along with the daughter's boyfriend who sped like a manic on the street. I have no doubt that where every they moved to they are still causing problems. If you ask me it's an expensive habit to have moving from one nice neighborhood to another just to move away from neighbors who care.
