No National drop-off or pick-up at the Dolphin

My BIL reserved a car with National at the Orlando airport for 11/23, and planned to drop it off at the Dolphin on the 25th. I have dropped off my car at the Dolphin in the past, and that's where I stay so it's very convenient. However, my BIL was told at MCO that the car would have to be dropped off at the Car Care Center by the MK. There is still someone at the National desk inside the Dolphin, but until business picks up, no cars will be available from that location.
