No More Complimentary Between-Park Busing or Skyliner for Non-Hotel Guests???

"Additionally, complimentary transportation options – such as buses, monorails and Disney Skyliner – will continue to be available within Walt Disney World Resort for Disney Resort hotel guests, including to and from all four theme parks." - Disney Parks Blog

Am I reading too much into this statement, or is Disney setting the stage for reserving busing and skyliner between theme parks for hotel guests only? Or setting the stage to charge for the service if you're not a hotel guest?
 
Yes, you're reading too much into it. Disney wants people to be able to get to their resorts even if they aren't staying there or even on site. They want people to eat in the various restaurants around property.

Yeah, they just don't have much else to put in the list of resort guest extras now so they included that.

There's no way they could restrict it to just resort guests without creating gridlock.

You could say the same thing about ME. I just don't know anymore what kind of non-sensical decisions they will make. The wording in the statement makes me wonder...
