Whether or not you can exchange a TS for a CS on the regular plan can depend entirely on who you ask and where. This is usually accommodated at resort CS, but at parks it may depend on such random occurrences as which cashier you ask.
During the August/September free dining period through 2008, it was announced by Disney that the switch was universally permitted, but that stopped in 2009. Now that free dining is almost all year, can't see that announcement being made again.
Some posters also reported that they were able to get the resort lobby concierge to exchange those TS credits for CS credits.

If you feel your kids are old enough at 11 and 9 to dine out by themselves you can probably send them to Chef Mickey's. However, if you intend to accompany them and have them be the only ones eating, you may want to pick something other than a buffet or all you can eat family style restaurant, because they'll charge for everyone present at those places.
