Mine would not automatically download with refresh, had to go in and "get it" manually!
Any time you can't get the show directly in iTunes you can go to the rss fee (here) and download the show then manually put it on your iPod. I don't let iTunes manage any of my podcasts and find using an rss reader is better. I recommend Google Reader (reader.google.com) but as long as you are using a browser from this century you can get the files directly from the web browser of your choice.

Is it possible to download into the Touch? I never connect to my computer and I always download directly to my ipod wirelessly.
This week it acts like it is downloading, but the Podcast doesn't show up on the list.
Does the iTouch use Safari Mobile as its web browser? If so it supports rss and you should be able to do so. If not directing the browser to the mobile Google reader and setting up an account should get you access to the feed.
I don't like the idea of apps at all (I am for web apps and open standards which is why I won't get an iPhone) but there is also an app called podcaster (I think it changed its name but a search will find it for you) that will do it for you.
