No ADRs at Coral Reef?

Why are there no ADRs available at Coral Reef the entire last week of November?

Several of the Epcot restaurants haven't released their ADR's for that week because they have to get the Candlelight Processional packages figured out.

Garden Grill and Rose and Crown haven't been loaded either.

There is a thread a few spot back from this one discussing the same thing at Garden Grill and Akershus. I have seen a few Coral Reef but not many. I'm assuming once they post someone in that thread will make mention of it.

I'm guessing they are holding to make some final decisions about how many Candlelight Processional packages to offer.

I can't even get a reservation for Sci-fi at the end of November at 180 days out! I don't believe Sci fi participates in any dining package? So i don't get it.
