NJ Auto Repair Shop Fraud- need advice pls

Mechanics in California are required to give an estimate. I have used an Independent Mechanics for the past 40 years on my second one. First retired. , Both were one man band shops, and both were glad to give an estimate .......when customers asked.......neither gave estimates unless asked. But they had that kind of relationship with their regular customers.
Biggest issue I have seen is unnecessary work. years ago my then new girlfriend (now wife) took her car into Firestone for an oil change. She called to ask for a ride because they called her and said she needed a new carburetor and they needed the car overnight while they waited for the part to come in. She commented to me that this was the second carburetor the car had needed, the last one put on during the last oil change 3 months and 3,000 miles earlier. I looked at her paperwork and it said parts and labor were warranted for 6 months and 6,000 miles. I went with her to pick it up and asked the service writer what the warranty was and he said "6 months or 6,000 miles". I pulled out the paperwork from 3 months before, and said "so all the parts and labor charges for the carburetor should be removed since this is a warranty repair". He looked a the paperwork, redid the bill, and cut a $300 bill to $12 for the oil change. Never went there again
