To my knowledge it is only downstairs, I could very well be wrong but this is what I've been told when making ADR.

It is my understanding that WGP Upstairs is not on the DDP. WGP Cafe does accept DDP (TS credits) as does WGP Express (CS). We ate at both of these places, with the dining plan, during our Jan trip, and had great meals at both. I honestly think that WGP Express is one of the best places in all of WDW to use CS credits.
