I am not familiar with the person, but it seems to say that kids 12 and over have to show vaccine records (younger don't since they can't get it yet). Schools in LA area are going to require it for school once available, so not totally unbelieveable.

12 and up would need to be vaccinated. 12 and under would be able to go unvaccinated. So, yes. They could do this.

The people it eliminates are unvaccinated people who are 12 and up.

Gotcha! That makes sense. Weird turnaround though since they're already letting people in without vaccine proof. Disney won't be happy about this if it's true.
