Yeah seems strange. “River” is roughly 5-6 feet deep and opened not too long after. Likely got the people out and then took that boat out of service and continuing operation.

My friend once "sank" on Splash Mountain and they got them a gift card for all of their damaged clothing items. So I assume yes.
