I think the article said the security CM saw one gun in plain sight and found the other by searching the diaper bag, along with marijuana. The MJ might explain why the woman wasn't thinking clearly about either the MJ or the guns....
I think it's a place people think to easily carry it with them. Considering the first was in plain sight they could have had the second one in plain sight. I guess for me I'm not reading more into the idea that the bag was a diaper bag and just thinking it was a bag they could put the gun in. If both were in the diaper bag I might have thought more about trying to conceal or hide the prohibited items. I'm with you on the marijuana part that could have been why they weren't thinking about how not smart it would be to take those highly prohibited items into the theme park.
