We have decided to brave New Year’s Eve in Disneyland this year. I have booked the Pixar hotel. Do on-site guests get guaranteed entry? I’m sure the parks reach capacity but I didn’t know if on-site guests get the perk of guaranteed entry?

No, they do not. You will need to book your tickets and make your parks reservations.

No but ever since the reservation system was implemented there has no longer been capacity shutdowns at the gate

As others have said you have to make park reservations so Disney has the ability to NOT need to close the gates.
