Well you never know.
She was always afraid of hurting Jacob. If she didn't love him, she wouldn't have cared so much. Things were always complete to Bella when he was around, there was always something there with Jacob. He's a pretty complex character. I have a theory of why Jacob and Bella had that special something, but it's a major spoiler for people who haven't read Breaking Dawn, and I don't know who hasn't finished.

Oh, Im sure she loved Jacob, just not in the same way she loved Edward.

Okay, so I think in Breaking Dawn, Jacob staying around with Bella while she was pregnant was fate's way of keeping him around for Renesmee. I think maybe even part of the reason they were so close was because of Jacob's instincts and Renesmee. Maybe just somehow he knew something wonderful would happen if he stuck around, like it wouldn't just be over and done when Bella made her choice. I mean, it hurt him so bad to see Bella and Edward as a happy couple and celebrating a baby before she was born, and I don't think he was only there because it made Bella happy. Just my theory.
