New tax credits for middle class? When?

If the proposed middle class tax credits get passed would I be able to claim them on my 2009 taxes or would it go into effect next year?

Listen to the State of the Union tonight and maybe they'll say. Anything first would have to pass congress either way. There is no credit yet.

As a CPA who has had a tax practice for almost 40 years I have one comment:

Until such time as I read that "Both Houses of Congress have passed and the President has signed..." I will not believe anything related to taxes that I hear or read in the news anywhere.
