If they are starting construction in January, it shouldn't take 4 years. They are building on existing property, not excavating from scratch like at AK.

I'm looking to schedule our next Disney trip but I want to make sure the new Star Wars park is open.

Ummm... dare I mention the Fantasyland expansion? The work was announced in September 2009 and the 7 Dwarfs Mine Train (the last piece of it) didn't open until May 2014. Granted, I think they want to move quickly on the HS work, but I would be surprised to see the new land(s) done before 2019.
Based on all permits submitted, there is expected to be "expansion" outside the existing footprint, new roads and parking lot areas into the wetlands to the east. All of this is expected to be behind, part of or around the new SW area. If the entire thing were to be built within the existing park, it's not an expansion but rather a renovation. Do I think it will take 4 years? Maybe but I think the pressure will be on with the success of the film and it would be in their best interest to put this in high gear. They could be doing the work in Toy Story Land (already land prepped) while they do the land preparation for SW.
7 Dwarfs Mine Train was never part of the original plan for New Fantasyland. There was a plan for multiple Princess homes with meet & greet and activities, much like Enchanted Tales. "...Disney World will construct individual areas -- be it a castle, cottage or chateau -- where guests can interact with some of the company's best-known princesses and other characters from their movies. Children will be able to dance with Cinderella, celebrate Aurora's birthday with the Good Fairies, or play a role with Belle in a performance in the library of the Beast's castle...."
After much discussion it was decided New Fantasyland was too girl oriented and something needed to be brought in for boys. A ride had to be designed and then built and there would be the closure of Snow White to move Princesses there. The train is also the first of it's kind to be designed so not like they could just copycat an existing train. I believe this announcement came in 2011
Did it seem to take forever because of the area's extended timeline? Yes. But it can't be clocked from the day one announcement.

Yes, I remember all that. I considered not mentioning 7DMT because of the change. But even without that, the Fairytale Hall renovation didn't complete until Fall of 2013 so it was still 4 years from announcement of the Fantasyland renovations to that being complete. Who is to say there won't be design changes in the Star Wars or Toy Story lands that would set back completion on those lands? I just wouldn't plan on traveling in 2018 to see Star Wars land. I think that's way too optimistic given Disney's track record.
It's not a park, but a land within Disney Hollywood Studios.
I wouldn't recommend scheduling any trip based on wanting something specific open. (short of just waiting to schedule until after it's open). I'm not sure you could even schedule something right now for when all the Avatar stuff to be open at AK.
