New SR Super Member offer?

Am I reading the fine print on this one correctly? If I understand it, I will get 10 SR credits when I sign up, allowing them to debit my checking account $199.00, $34.00 of which is not refundable?!? Needless to say, I chickened out before entering my SSN and bank info. Does anyone else understand this differently?
I'd love to get the 10 SR credits...I think I've done most of the other offers by now.

If that's the deal, I'll just go ahead and pull it off because it isn't worth it for me to run it.
