I know nothing official but what is likelihood that it would be the same condo association? Would current owners get 11 months at this tower?
That is one where you can bet one way or the other.
Two factors appear to lean toward its being a new, separate
DVC Resort. One is the fact that it is an entire new, large building very different from the existing buildings with rooms, and not just a redo of some existing buildings, to be located in the area where the Luau has been, away from any other existing buildings with rooms.
The second is the kind of announcement made for Poly as compared to the one that was made when the VGF addition was announced. Compare announcement for VGF at

The VGF announcement makes clear that the new studios were to be an addition to the same condominium association as the existing VGF. The Poly announcement appears to carefully avoid stating that the new building will be part of the existing Poly DVC condo association but instead refers to it generally as an addition to the Polynesian Resort.
However, like VGF, the existing Poly DVC still has more than 40 years left before it expires. As to the CCV expansion, which was also, like VGF, just a redo of existing resort rooms, the existing BRV had only 25 years left when CCV was added, which dictated why CCV could not be part of the same condo association as BRV.
