New policy with credit card for 1900 PF

IDK how to tackle this, but does anyone know if I made ADRs for 1900 for 5 and only 3 show up will I be charged the fee for the other 2 who did not? I would have no problem just calling and saying that we need to make ADRs for 3 but when I have done that in the past they totally canceled out my reservation and then I lost it.
And this fee is only for the character dining right? If I make ADRs for Teppan Edo for 5 and 3 show I won't be charged a fee right?

We now have two firsthand reports that I know about, that there will be no no-show charges levied on partial parties. The charge occurs if nobody shows up.

Teppan Edo does not require a credit card hold.
