It looks like that if you look at pins while putting them in the kiosk.

Yup. If there was a magic in your quest kiosk the stars will stay the same
on every page. It's a weird bug. Sometimes a magic pin doesn't have a star
on it, or a regular pin has a star on it.

It's not really a guess. Most people who have put pins in kiosks have experienced this.

Or you can do the smooth move I did and put a 5* magic pin in your kiosk without realizing it and have to close your quest to take it out. Of course, none of the magic pins in the kiosk show any stars, so you have to take them ALL out...arg! What a mess!
