New Park Opening Procedures?

I have been reading about how now instead of holding everyone at the turnstiles or behind a rope until official opening time they are now letting people in about 15 minutes before official opening time. Does anybody know if this is going to be the norm from now on, even at quieter times of the year or is it just over the summer months when it is busier.

I assume it's the norm year-round now, but I'm just assuming.
