Where is DVC selling new contracts - SSR or AKV? Is SSR now completely sold out?

Both I believe. They just recently finished construction at SSR. And is now about 80% sold out.

Both are still filling up, but it is also possible to buy into one of the older resorts depending upon the inventory that DVC has on hand at the moment (new members still need to buy a minimum contract of 160 points).
