New EMH 'Magical Beginnings' Program

WDW has added this program beginning August 13. Who can use this? I know you have to be staying at WDW resort - other than that, is this available to all resort guests??

This is an additional EMH at the MK where WDW will open Fantasyland an hour early. WDW has been marketing this program for young kids (5 and under) and has instituted this new EMH as part of that.

My issue is that on my last WDW day (August 16) they have one of these hours (added, of course, months after I set all my ADRs, made plans). Figuring that I do not want to change my plans now, I would do this EMH (my DD6 and DD8 would like it anyway). I just need to know if I am eligible.
