It was announced on dvc member.com. I am going to try for the reservation through the regular dining line tomorrow morning and if that wont work call member services!! Good luck!!
I would suggest just calling member services today for reservations. This is what is says on the member site:
"Member Services will begin booking Sanaa reservations for Disney Vacation Club Members only beginning on Feb. 16, and other Guests will begin making reservations on Feb. 23 by calling (407) WDW-DINE (939-3463)."
Probably why the regular dining line doesn't have any information yet.
