The Medical Mirrian-Websters definies malignant as

1: tending to produce death or deterioration <malignant malaria>; especially : tending to infiltrate, metastasize, and terminate fatally <malignant tumors>—compare benign

Therefore, all cancer is malignant because it infiltrates, can metastasize, and/or terminate fatally.
I can gladly refer you to several pathologists and oncologists if you would like.
