Neverland birthday cake help

So I am attempting to make DS2 a Neverland birthday cake with pirate ship and all.....I want to have the Neverland crew on the cake...Hook, Peter Pan, Smee, Wendy, Alligator, etc....I found the figurine sets on ebay but was wondering if anyone had any of budget friendly ideas? I thought about maybe printing some clip art and then putting lollipop sticks to stick in the cake but don't know how that will look or how to flip the image so that you see it from all sides....any ideas would be greatly appreciated. We did a Neverland cake for my oldest ds's 4th birthday ~ we have a wonderful bakery at a grocery store near us and I brought a picture of what I wanted it to look like. It was the basic outline of the island and had the waterfall and the coves. I didn't add in a pirate ship though I had gotten the figures from ebay and put them on myself after we picked the cake up.

I thought they did a great job ~ it was a full sheet cake and they did all the decorating in the frosting. It was $30.00
