Can I transfer 12 2015 points that were borrowed from 2016? They have to be used before Sept 2016.

Strange to have leftover points!

Nope. Once points are borrowed they cannot be put back. If you have a reservation between now and September that uses 2015 points you could ask MS to swap the 12 borrowed 2016 points and then bank the 12 2015 points.

Banked or borrowed points cannot be transferred.
Transferred points can be banked, but not borrowed.

if you have a trip booked what about adding an extra day and buying some once only points to top them up if needed.
