Need Point Transfer 101

I'm a little confused about "transferring" points to another member. Can someone give a quick rundown on the basics?

My understanding is that you could only transfer into someone's account once during a year (is that calendar or Use Year?). How about banked and borrowed points? Are they permitted to be transferred? And how is the Use Year and Home Resort Priority of the points handled?

I know this has been discussed in the past on various threads but I was hoping we could get all the info in one place. Thanks in advance!

The problem with transfers seems to be that some of the rules are according to who you talk to at MS. Disneyberry's list is excellent but a lot of what is listed is based on what isn't in writing anywhere. To Disneyberry's credit, she openly explains that. The problem is that some of us have been told different things and no where is it all in writing. I know because I have done a transfer and ended up on the phone with member services for over and hour fixing what I had done.

It's so hard to believe that MS or a CM would tell one member one thing and another member something else, isn't it?
