I believe you can pay for either a standard- or preferred-view room at BWV, but as for exactly where your room is, you can only request it and hope for the best (such as requesting the boardwalk view).

, BW view is now a booking catagory, not a request (there are 3 catagories: standard view, preferred pool/garden view, preferred BW view). & a "tidbit": BW view can only be booked with points, never cash.
requesting specific rooms is usually futile (b/c "the" room would need to just happen to be empty at the time of your arrival. as
DVC resorts operate at a very high occupancy level, it is extremely unlikely that a room specific request could be granted).
however, you can make general requests (remembering that they are
only a request, & not guaranteed

):
~ proximity to elevators. closer preferred, as you have the stroller. from personal experience (both my parents need canes to walk), requests for medical reasons, e.g., limited mobility, are given preference for the rooms nearest the elevators (after the HA rooms)). & reassure your DH that in many years of staying at the BWVs, we never had a prob with elevator noise.
~ floor level. higher floors will have better views of fireworks, etc. many ppl with little ones prefer ground floor as they do not have to worry about the children on the balcony, & have a beautiful patio that may open onto the huge lawn.
