Are you *certain* it is a Disney character? Also, if there's any writing on the cel that might give a timeframe of the cel, that would be very helpful.

No date info, but it is a Disney animation cell. The back of the cell has a foil label from Walt Disney Production, "Used exclusively in Disneyland"

Yes, she's from the 1952 Donald Duck cartoon Trick or Treat. Her name is Witch Hazel (not to be confused with the Looney Tunes character of the same name). That was the only cartoon she ever appeared in, although it's my understanding that she was a character in some of the comic books.
