Need help...cost of alterations...

Good evening all!

I have been wedding dress shopping here and there and have like dresses of various styles, but today, I put one on that I really really liked. It's a strapless, A-line, sweetheart neckline, plain white gown. Now it's discontinued so I save money, but it's also 2 sizes too big. Since it's so plain, alterations shouldn't be too difficult. But I've always wanted sparkle on my dress. I like the look and shape and feel of this dress but just need sparkle! I was quoted for this particular dress (sample: 2 sizes too big, needs to be shortened, and needs to be cleaned) for under $100. I would like to also have a seamstress add sparkle to this dress like along the neckline and scattered throughout or just a heavily sparkled neckline. Does anybody have any idea of how much this would cost (an approximation) with alterations and cleaning???? Any help would be great!

I got my dress super cheap because it was a sample and 2 sizes too large as well. I used a local seamstress and it came in under $300 for: Hemming, taking in around the bodice (my bodice was fully beaded so this was difficult), adding 6 bustles, and sewing in a bustier. :) In the end my finished dress was still more than 50% off the rack price!
